A Brazilian guest post is written in Brazilian Portuguese, pitched to Brazilian publishers, aimed at Google.com.br. A Portugal guest post is European Portuguese, Portuguese publishers, Google.pt. The vocabulary, the formal address, the cultural references, and the host lists do not swap. Agencies that “cover Portuguese” with one writer and one blog list are buying a metric. That is the same failure mode as treating Spanish guest posts as one ES bucket — except here the languages are not even the same.
Brazil is where most Portuguese-language SEO budgets go because of search volume. That does not make Portugal a subset. How Brazilian search differs from Portugal in practice
Google.com.br is the commercial arena for most Lusophone budgets: local marketplaces, local media, local blogs, aggressive affiliate culture. Quality control has to be stricter because the farm layer is thick — expired “cupom” blogs and Spanish networks with a PT tag fail even when the DR screenshot looks fine. Portugal’s graph is smaller; named hosts are fewer; European Portuguese readers will flag BR copy immediately. That small-market tightness is closer to how Japanese guest posts behave than to a Spain leftover list.
African Portuguese-speaking countries (AO, MZ, and others) are not this landing’s default. If you need them, say so — they are not a Brazil leftover list, and they are not fulfilled from a PT-BR queue.
